Tests that a periodic timer fires repeatedly at regular intervals.

Note
Task 1 starts a periodic timer with 30ms period. Task 0 waits 150ms then verifies the timer fired approximately 5 times (150 / 30 = 5). Tolerance accounts for scheduler jitter.
